What is Facilitation in the Feasibility Study process?
Definitions
The "Facilitator" is Mr Will Witt of Piexe Ltd.
The "Project Sponsor" is the person or firm that is promoting the project.
The "Client" is the person or firm that has contracted with Piexe to provide the Facilitation Service (and may also be the "Project Sponsor") and is responsible for undertaking the Feasibility Study.
The "Clients Representative" is the person who is managing Step 1 of the 5 Step process.
The Role of the Facilitator in Step 1 of the 5 Step process
The role of facilitator only emerged as a separate set of skills in the 1980s.
It has similarities to the traditional chairman or secretary roles in a meeting but goes beyond them to actively participate and guide a group of people towards a consensus of opinion.
The Step 1 process is all about getting a consensus of opinion from the stakeholders in the Project Sponsors organisation.
The facilitator must be highly experienced in the methodology and processes that are the subject of the facilitation process.
During facilitation of Step 1 of a Feasibility Study a Facilitator will work closely with the Clients Representative.
The practical arrangements for facilitation will be arranged and managed by the Facilitator in conjunction with the Clients Representative. They will also consider in detail the issues involved in the project and how they can move forward to completion of the Step 1 process ensuring that all the project stakeholders understand what is involved and are able to participate.
The Facilitator will understand in detail how each project issue is to be tackled and how long it should take. Using specialist techniques he will help stakeholders to understand the issues at stake and the alternative courses of action.
The Facilitator will try to adapt to the ways of different cultures and organisations but will at the same time drive the Feasibility Study forward.
The Principles of Facilitation in Step 1 of the Feasibility Study process
These principles are that the Facilitator:-
- Will not discuss or divulge any information to any person that is not authorised to receive it by the Client
- Is substantially neutral on the resolution of all Step 1 issues
- Is focussed on the resolution of issues
- Advises on the planning of the Step 1 processes
- Advises on the use of proper models and methods
- Tries to understand the factors driving groups and individuals
- Promotes active participation by all stakeholders
- Encourages collaborative decision-making when appropriate
- Helps ensure that results are captured
- Helps to manages resistance to decision making
- Provide and requests timely and effective feedback
- Seek to understand and manage his own role in the process
The Role of the Facilitator in Step 1 of the Feasibility Study process
The Facilitator will:-
- Advise on the information and data that needs to be provided.
- Receive and collate the data and advise on its adequacy.
- Advise on the issues that need to be resolved and draw up a plan for their resolution in conjunction with the Clients Representative.
- Broadcast the issues by Email to all those nominated by the Clients Representative asking for comments and opinions.
- Develop an Agenda for and then facilitate an integrated audi and web conference that can be attended by all concerned.
- Collate the results from the conference and prepare the first draft of the Project Shell in Microsoft Word format.
- Issue the draft Project Shell in an Email broadcast to all those nominated by the Clients Representative
- Facilitate a second audi - web conference using the draft Project Shell as a basis for the Agenda
- Receive and comment on the final draft of the Project Shell after it has been prepared by the Clients Representative.
